The Green Bay Packers are entering the 2025 offseason with more money to spend than they have had in years. This is a good thing, too, because they have multiple needs on the roster that cannot be addressed by adding inexperienced talent in the NFL Draft.
During his end of season press conference, Packers general manager Brian Gutekunst told reporters that he believes it is time for Green Bay to start competing for championships.
In other words, the rebuild (which surprisingly included two trips to the NFL Playoffs) is over. The Packers cannot waste time and valuable early draft picks on players that will take a few years to develop. They want to win, and they want to win now.
Based on these words, it is probable that Green Bay will hit the free agent market hard this offseason, and one NFL analyst believes their top target will be one of the biggest names available.
The Green Bay Packers Have a Wide Receiver Problem

Unfortunately, the Packers face the reality of playing the majority (if not all) of the 2025 season without wide receiver Christian Watson. The speedy deep threat tore his ACL in Green Bay’s Week 18 loss to the Chicago Bears, leaving his availability for next season in serious doubt. If he is able to play at all, it probably will not be until later in the season.
In addition to losing Watson, the Packers also need to face the reality regarding their wide receiver room: it simply was not as good as they thought it would be.
Both Jayden Reed and Dontayvion Wicks had drop percentages at or approaching 12% in 2024. Both dropped nine passes throughout the course of the season. Romeo Doubs was not much better, with seven drops and a drop percentage near 10%.
Ironically, the one pass catcher Packers fans target the most for dropping passes, Watson, only had one drop all season.
The Green Bay Packers Are Predicted to Sign Tee Higgins in Free Agency

Due to the underwhelming performance of their wide receivers as a whole, and the loss of Watson for part of or all of 2025, the Packers are widely expected to pursue a proven veteran wide receiver in free agency. The biggest name that will likely be on the market is Cincinnati Bengals star Tee Higgins, a name that many Green Bay fans have been calling for ever since the Packers drafted Jordan Love over him in 2020.
One NFL analyst, Benjamin Solak of ESPN, believes that the pair may link up in 2025 and beyond as he predicts Green Bay will make him a priority in free agency:
“While I love the versatility of the Packers’ wide receiver room (when it is healthy), they could use a clear WR1 who can take over games with consistent eight-plus-target outings. Expect them to be in the Tee Higgins hunt.”
According to Spotrac, Higgins has a market value of four years and $100.2 million. The question remains, though, is whether or not he can be a true number one wide receiver without Ja’Marr Chase drawing double teams. He has also missed the same number of games (10) as Watson has over the last two years.
Will Green Bay be willing to spend $25 million a year on a player that has yet to prove he is a number one pass catcher and can stay healthy?
