Green Bay Packers special teams coordinator Rich Bisaccia and every other special teams coordinator in the NFL opposed the latest fair catch rule change. According to Ian Rapoport, this rule change states that all fair catches and touchbacks on kickoffs will see the ball spotted at the 25-yard line.
The NFL has passed a new rule instituting all fair catches and touchbacks come out to the 25-yard line on kickoffs, source said. Now the same as the college rule, the thought is that this should make it safer, though special teams coaches around the league oppose the change.

As Rapoport notes, the change was made with the health and safety of NFL players in mind, despite pushback from every single special teams coordinator in the league.

Last season, Amari Rodgers started out as the Packers’ kick returner. However, his inability to hold onto the ball and run in an intelligent manner cost him his job and, eventually, his roster spot. Nixon took over halfway through the season and ended up leading the NFL in kick returns (35), kick return yards (1,005), and longest kick return (105 yards). He also returned one kick for a touchdown.
In addition to these, Nixon also returned 11 punts for 140 yards. For his efforts, he was voted First-Team All-Pro.
