With the 2025 off-season just around the corner, the Packers need to fill a wide receiver vacancy. With Christian Watson out for the start of the season, the team needs a true star wide receiver to make up for his absence. The signings of Xavier McKinney and Josh Jacobs proved to be crucial for Green Bay.
However, if the team is interested in getting into the wide receiver market, these are the top three names in the AFC.
2025: Packers’ Top 3 AFC Wide Receiver Free Agent Targets (Report)
There are a number of veteran number two wide receivers available as free agents, as well as a potential No. 1. The AFC’s top three names are as follows:
Packers’ Number Three: Amari Cooper – Buffalo Bills
During the regular season and playoffs, Amari Cooper had 26 receptions for 338 yards and two touchdowns with Buffalo.
In 2024, the five-time Pro Bowler and seven-time 1,000-yard receiver caught 44 passes for 547 yards and scored four touchdowns – all career lows. Expect those numbers to go up in an offense he has more opportunities.

Packers’ Number Two: Stefon Diggs – Houston Texans
Following a season-ending knee injury in 2024, Diggs seems to have lost a step from his All-Pro performances in Buffalo. Prior to the injury, he had been averaging just 10.6 yards per reception in Houston’s passing attack, and his success rate was low due to many receptions behind the line of scrimmage. Don’t expect him to be a monster at age 31, but he can still contribute at a high level.

Packers’ Number One: Tee Higgins – Cincinnati Bengals
Most ballots ranked Higgins near the top of our list, following his massive success as Bengals’ second option.
